21 家企业竞逐挪威新一轮油气勘探区块

        挪威能源部消息,在本年度预划定区域许可轮次(Awards in Predefined Areas,APA 2026)框架下,共有 21 家企业提交申请,意向参与挪威大陆架(Norwegian Continental Shelf,NCS)新区块油气勘探。

        本轮 APA 2026 许可申请已于 9 月 1 日截止。预划定区域(APA)涵盖挪威议会批准对外开放、可核发新生产许可证的大陆架绝大部分海域。今年许可招标进一步扩容,在北海、挪威海与巴伦支海合计新增 70 个完整或部分勘探区块。

        挪威离岸管理局(Norwegian Offshore Directorate,NOD)目前正在评审企业申请,评审重点为企业对目标区域的地质认知程度与勘探实施方案;在后续核发生产许可证阶段,还将综合考量企业的技术实力、项目经验及财务能力。项目计划于 2027 年初完成新生产许可证的授予工作。

        本次递交申请的 21 家企业名单:Norske Shell、Aker BP、Concedo、ConocoPhillips Skandinavia、DNO Norge、Equinor Energy、Harbour Energy Norge、INPEX Idemitsu Norge、Japex Norge、Kistos Energy Norway、Lime Petroleum、Lime Petroleum、OKEA、OMV Norge、ORLEN Upstream Norway、Pandion Energy、Petrolia NOCO、Repsol Norge、Source Energy、TotalEnergies EP Norge、Vår Energi、Wellesley Petroleum。

        挪威能源大臣Terje Aasland表示:“众多企业对新区块的油气勘探发现前景抱有充足信心,这一点令人振奋。本轮共有 21 家企业递交申请。持续推出许可招标轮次,是挪威推动本国石油产业进一步发展的基石。”

The Norwegian Ministry of Energy has received applications from 21 companies showing interest in new exploration areas on the Norwegian Continental Shelf (NCS) as part of this year's Awards in predefined areas (APA) licensing round.

APA 2026 was announced on May 5, with applications closing on September 1. The APA area comprises the majority of the areas on the continental shelf that the Norwegian parliament has opened and made available for the award of new production licenses.

In this year's licensing round, the predefined area was expanded in the North Sea, the Norwegian Sea and the Barents Sea by a total of 70 blocks, or parts of blocks.

The Norwegian Offshore Directorate (NOD) is now working to evaluate the applications, with emphasis on geological comprehension and plans for exploration of the areas. When production licences are awarded, emphasis is also placed on the companies' technical expertise and experience, and financial strength. The aim is to award new production licenses at the beginning of 2027.

The companies that have applied are Norske Shell, Aker BP, Concedo, ConocoPhillips Skandinavia, DNO Norge, Equinor Energy, Harbour Energy Norge, INPEX Idemitsu Norge, Japex Norge, Kistos Energy Norway, Lime Petroleum, OKEA, OMV Norge, ORLEN Upstream Norway, Pandion Energy, Petrolia NOCO, Repsol Norge, Source Energy, TotalEnergies EP Norge, Vår Energi and Wellesley Petroleum.
 
‘It is very encouraging to see that the companies have strong confidence in the opportunities for making new discoveries. We have received applications from a total of 21 companies. New licensing rounds are a cornerstone of our efforts to further develop the petroleum industry,” said Norway's Minister of Energy Terje Aasland.

“Continued exploration and new discoveries are crucial for Norway to remain a stable supplier of oil and gas. Continued development of the industry is important for safeguarding Norway's economy and jobs, financing the welfare state and ensuring Europe's energy security.”
